Fractional CTO vs. Co-Founder vs. Dev Agency
Three ways to get technical leadership, compared
When you need technology help, you have options. Here is how a fractional CTO, a technical co-founder, and a development agency actually differ, and when each one fits.
Fractional CTO vs. co-founder vs. dev agency: what is the difference?
A fractional CTO gives you senior technical strategy and accountability part-time, without equity. A technical co-founder is a permanent, full-commitment partner who takes equity and owns technology long term. A development agency provides execution capacity and builds what you specify, but does not own strategy. Choose a fractional CTO for decisions and direction, a co-founder for a permanent partner, and an agency for hands to build.
Key Facts:
- Fractional CTO: senior strategy and ownership, part-time, no equity
- Technical co-founder: permanent, full commitment, takes equity
- Dev agency: execution capacity, builds to spec, no strategy ownership
- Common setup: a fractional CTO directing an agency or contractors
- The costly mistake: paying to build the wrong thing well
The three options side by side
What each option costs, what it commits you to, and what you actually get.
| Fractional CTO | Technical co-founder | Development agency | |
|---|---|---|---|
| Typical cost | About $150–250/hr, averaging ~$213/hr, or roughly $8,000–$25,000 per month | No cash cost, paid in equity instead | Varies widely by scope and location |
| Equity | None | A founder-level stake, negotiated and permanent | None |
| Commitment | Part-time, ends when you want it to | Permanent and hard to reverse | Per project or per contract |
| What you get | Decisions, architecture direction, and accountability | A permanent partner fully invested in the outcome | Execution capacity that builds what you specify |
| Owns technical strategy | Yes | Yes | No, builds to your spec |
| Best when | You need direction before you are ready to give up equity | Technology is core and you want a permanent partner | You know what to build and need hands to build it |
Fractional CTO rates are US market figures for 2026, not our rate card. The co-founder row carries no cash figure because the cost is equity rather than fees, and no percentage is given because we found no primary source we could verify. Agency pricing is left qualitative for the same reason: published rates vary too widely by scope and geography for a single range to be meaningful. For a full-time comparison point, a US CTO base salary runs about $183K–$390K before equity and benefits.

When Each One Fits
Match the option to what you actually need right now.
Fractional CTO
Best when you need C-level technical decisions, architecture direction, and team leadership, but not a full-time salary or an equity partner. You get accountability without a permanent commitment.
Technical Co-Founder
Best when technology is core to the company and you want a permanent partner fully invested in the outcome. It is the deepest commitment, and the most expensive in equity.
Development Agency
Best when you know what to build and need capacity to build it. Agencies deliver execution, but they follow your spec rather than owning whether it is the right spec.
